Understanding the ERGANI System in Cyprus

The ERGANI Information System is a digital platform introduced by the Cypriot Ministry of Labour and Social Insurance to streamline the documentation and management of employment information. Launched on September 13, 2021, ERGANI enables employers to electronically report key employment details, such as new hires, terminations, and changes in employment terms. This initiative aims to enhance transparency, ensure compliance with employment legislation, and combat undeclared work.

As of January 2, 2025, a new decree mandates that all employers in Cyprus register the essential terms of employment for their employees within the ERGANI system. These essential terms include employer and employee identification information, job title and description, employment start date, duration of employment for fixed-term contracts, terms and duration of probationary periods, annual leave entitlement and accrual method, salary details and payment frequency, standard working hours per day/week, and any additional benefits or allowances. The deadline for completing this registration was initially on 28/02/2025, however, according to a Decree issued by the Minister of Labour and Social Insurance on 28/02/2025, the deadline has been extended until 31/05/2025.

Employers are required to submit notifications for new hires at least one day before employment begins. Late submissions are also facilitated through the system, streamlining administrative procedures. Registration requires employers to provide their registration number and proof of payment to Social Insurance Services. This system not only reduces paperwork but also ensures compliance with labor regulations and enhances transparency in the labor market.

Non-compliance with the registration requirements may result in penalties under Article 27 of the Transparent and Predictable Terms of Employment Law of 2023. Failure to meet the specified deadline could lead to fines or other legal consequences. Employers are encouraged to take proactive steps to meet the decree’s requirements and ensure timely registration of their employees in the ERGANI platform. Compliance with this initiative not only avoids penalties but also supports a fair and transparent working environment.
